3DN vision — sealed for 11 August 2031. Mark the date. In five years we will either look foolish or we will look early. We choose the risk. This is not about the next gadget on a shelf. It is about civilizational compute — who may train, who may refuse a supply chain, who owns the cathedral.
This is not a soft blog take. It is a prophecy of infrastructure: a claim about how compute wakes when a nation is denied the “correct” shopping list, and answers with memory, packaging, extreme cooling, scale-up fabric — and software that already walks in the front door as open weights.

I. The oracle’s plain sentence
By 11 August 2031, a large share of China’s frontier and near-frontier AI training and inference will run on a mostly non-Western bill of materials for accelerator + memory + advanced package — and on-package / 3D memory will be treated inside China as a first-class national capability, not a luxury imported from the HBM trinity.
Hold us to more than hardware. By the same date, widely accepted open-weight models will run as first-class citizens inside that sovereign stack — not as a hobby port, but as the easy software layer that fills cathedrals built for strategic, not consumer, stakes.
If those sentences are false in five years, 3DN was wrong in public. If they are true, the export-ban story of 2024–2026 will read like the opening spell of a different industrial age — one that never optimized for the next phone, only for who still gets to think at scale.
II. The ban was never only a cage
They blocked the easy path: advanced NVIDIA boards and the lithography romance associated with ASML. From the outside it looked like a corner. From the inside of a long state, it can look like a furnace.
When you cannot buy the default future, you stop rehearsing someone else’s roadmap. You invent the physics you are still allowed to touch. Gadget makers chase SKUs. Civilizations chase capability that cannot be revoked by a license. That is how curses become curricula — and why Ascend-class silicon that stays mostly domestic is not a failure of marketing. It is a feature of strategy: keep the fire inside the wall unless scale truly forbids export.
III. The West got brilliant at the wrong final boss
For two decades the winners of the old game were almost unfairly good at:
- Fast gaming-class GPUs — silicon as spectacle, then as data-center destiny, with a software moat thick enough to feel like fate.
- Smaller and smaller scale — the religion of the nanometer, the scoreboard of shrink.
Those are real miracles. They are also, for large-model AI, an incomplete gospel when the prize is not a thinner laptop but who trains the models that reorder industry and power. Peak FLOPS look holy on a slide. In the rack, a brutal fraction of that GPU power sits idle, waiting on bits that live too far away. The accelerator is not lazy. It is stranded. Anyone who has watched serious multi-GPU inference and training knows the confession in the utilization chart: we bought a storm and fed it through a straw.
That idle silicon is not a gadget QA bug. It is a strategic leak: watts and capital burned while the real race is memory locality, packaging, and the right to keep running when imports stop.
IV. The Chinese spell: go vertical, smash the wall

The path we name — the one we will be held to — is not “copy CUDA in the dark.” It is older and stranger: stack the world, because the AI race is a systems race, not a toy race.
- Domestic accelerators accepted as good enough at national volume — sold and scaled first where policy guarantees demand.
- Domestic DRAM (and the climb toward HBM-class memory) kept close to the chest for strategic workloads — fuel, not Best Buy inventory.
- Advanced packaging, TSVs, 3D attachment: memory married to compute until the memory wall cracks.
- Clusters and software written for that marriage, not for a Western invoice.
When memory sits near the package — when the die no longer shouts across a continent of copper for every weight — the compute that was always there finally stands up. That is the unleashing. Not more marketing teraflops. Fewer eternities of waiting. Heat remains the physics boss; national stakes are what make extreme answers (including cryogenic niches) thinkable at the tip of the spear.
V. The national cathedral: LN₂, unified bus, not a gadget

Gadget economics forbid liquid nitrogen beside every desk. AI-race economics do not. Once Ascend-class compute is primarily a domestic instrument, a state can afford a tier of halls that look nothing like a phone factory:
- Compute on top, near-memory under or hard-beside, short-path attach.
- Extreme cooling — immersion, two-phase, and where stakes justify it, LN₂-class sinks on the furnace face — so utilization stays high and the memory wall stays cracked.
- A unified bus / scale-up fabric tying many such packages into one machine: not “a faster graphics card,” but a national instrument.
Vast potential is a constellation of those packages, some thermally outrageous on purpose, because the prize is who still trains when the old roadmap is locked outside the gate. China has scaled hard industry before; here the product is not the next shiny box — it is irrevocable capacity.
VI. Open weights: software that already has a passport
Hardware cathedrals need liturgy. China’s push to normalize open-weight models is not a side quest. It is the easy on-ramp:
- Weights the world already debates, fine-tunes, and half-trusts do not need a closed CUDA-only priesthood to be useful.
- Once the stack is sovereign, accepted open weights drop straight into the cathedral — train further, serve, specialize — without waiting for Western permission to run the “official” closed model.
- Open weights + domestic accelerators + near-memory is how software legitimacy and hardware autonomy reinforce each other.
Already visible (recorded August 2026): flat-rate GLM coding access from Zhipu’s z.ai/subscribe — Chinese frontier models sold as everyday agent/IDE fuel, not a novelty SKU. That is acceptance and workflow lock-in before the full sovereign BOM: when the cathedral is fed, models the world already lives in are easy to seat on domestic silicon.
By 2031 we expect that pairing to be obvious in hindsight: the models were never the hard border. The shopping list was. Open weights walk in; the ban only hurts those who still rent the temple abroad.
VII. What “domination” means in this vision (no fog)
We are not prophesying that every laptop in Europe bows to a Chinese sticker. We are prophesying a split sky — and we mean strategic domination of capability, not Christmas gadgets:
- By 11 August 2031 — two durable AI hardware-software stacks, not one NVIDIA monoculture for the planet.
- China’s serious AI compute largely able to train and serve without begging the old memory and accelerator cartels for permission.
- 3D / on-package memory treated in Chinese industrial policy the way EUV was treated in the West: existential, funded, non-optional.
- A visible tier of national-scale machines (fabric + extreme cooling), not merely export SKUs.
- Open-weight models routinely trained and served as native citizens of that stack.
- Export bans remembered less as a permanent freeze and more as the pressure that forced the packaging-memory-software curriculum.
If in 2031 Chinese frontier AI still critically depends on smuggled Western HBM and banned boards for the main path, this vision failed. If the main path is sovereign silicon + memory + package + open weights in the cathedral, it held.
VIII. Why 3DN speaks in oracles

The true power was never missing from the die. It was waiting on the wrong side of the wall, on the wrong shopping list, and on software that still asked permission to exist.
